Local chat does not show messages when in spectator.

When entering a server in spectator mode you can not see messages in local send by other players and they do not see yours. Very inconvenient for admins who try to help in game when global chat is not for casual typing.

When I type a message in local in spectator I can see it but nobody else will see it.

Everyone in the area should see my message and I should see theirs.
