Red Lights Appearing on Waters Edge

There are unnatural looking red lights that appear sometimes on the edge of waterways. It seems to only happen at certain times of day and in certain locations.

Red flickering lights are seen close to the water's edge on the border of terrain.

There should be no red lights present.
