For all skills with a cooldown longer than 1 second, when only 1 second remains on the cooldown timer, the actual time taken for the skill to finish cooldown is more than 1 second, nearly 2 seconds.
Expected Result
The remaining 1 second of skill cooldown should take exactly 1 second to count down
