Ability bar not hidden when turned off in settings

There is one circumstance where the the ability bar does get hidden. I play with a usb controller connected to my tablet. While plugged in the ability bar is always on, however when I unplug the controller and turn off the ability bar the setting it works as it should. But when I plug it back in the ability bar pops back up while it's off. This could mean that controllers are a possible cause for the bug, but im not too sure. The video shows me switching from the usb controller to touch controls and you'll see what I mean.
