Tail attack cooldown gets voided on stego

When i use the tail attack button it says theres a 2 second timer but i am able to use the ability before the cooldown and it will void the timer

I was fighting and my friend pointed out that i was hitting quicker than they where, cool down didnt apply to my stego but did to theres.

That the cool down would happen for the ability
