Whisper Chat Allows Messaging Players on Different Servers
Description
The Whisper Chat appears to allow me to communicate with a player who is currently on a different server. I can see the player's ID and send messages to them normally, even though we are not playing on the same server. I am not sure how this happened or what caused the issue, but the player remained available in my Whisper Chat despite being on another server.

Observed Result
I was able to send and receive Whisper Chat messages with a player who was on a different server from me. The player's ID was visible and the conversation worked normally despite us being on separate servers.
Expected Result
Whisper Chat should only allow me to communicate with players who are on the same server as me. Players on different servers should not be available for Whisper Chat.
Steps to Reproduce
I am currently unable to reproduce the issue consistently. I noticed that a player from another server appeared in my Whisper Chat, and I was able to communicate with them normally. I do not know what specific action caused the player to become available in Whisper Chat.
