Completed/Claimable Quests no longer appearing at the top of the Quest List in Journal
Description
Prior to one of the recent updates, whenever you completed a Quest that needed to be manually Claimed from within the Quest Journal, the Claimable Quests would appear at the very top of the Quest List when you opened the Quest Journal. Now, I have to keep scrolling through the Quest List to find the completed Quest so that I can Claim it.

When opening Quest Journal to Claim a completed Quest, I have to keep scrolling down through the Quest List to find the Quest. Prior to a recent update, the Completed, Claimable Quests, would always appear right at the top of the List when opening the Quest Journal.
Expected Result
That Claimable Quests appear right at the top of the Quest List when opening the Quest Journal.
Steps to Reproduce
Complete Quests like normal.
When completing a Quest that requires you to manually Claim it from the Quest List, open the Quest List. You will see that you almost always have to scroll through the Quests, to find the one that is Claimable.
