Install keeps going backwards

I have been unable to install POT for about a month now. It started when I tried to update the game for the new fish, at first, it would go up to about 13.60 mb and then repeatedly reset to 13.20 over and over so I tried uninstalling which made it worse and the same process began when I tried reinstalling POT now whenever I try to install it'll get to about 700kb and then just slowly back track until zero and prompt me with an error

progress bar begins going down to zero
