Fully aquatic and amphibious species cannot use any skills after diving near the shore.
Description
When fully aquatic or amphibious dinosaurs dive in shallow shoreline water, their skill buttons become locked and unusable. Movement and oxygen functions still work normally. This bug only happens in the boundary shallow water at the coast. Swimming into deeper water restores all skills.

All skill buttons are greyed out and cannot be triggered
