Fog not loading correctly while playing as aquatics/semi-aquatics

When you go underwater as a aquatic/semi-aquatic creature and put your camera out of the water the fog disappears for a certain amount of time.

I was playing as a sarco on the survival test mode and then i went underwater, after that i put my camera out of the water and the fog of the whole map was gone.

If this bug wasnt present, the expected outcome would be that the fog shouldnt disappear as i put my camera out of the water.
