Ano's "Rushed Stride" isn't working

"Rushed Stride" for ano doesn't seem to be working. After equipping it and crouching, it still takes 3 seconds to activate crouched stance - despite the ability saying it would take 50% less time to do so. Nor do I get the speed buff from it after uncrouching.

"Crouched Stance" does not activate 50% quicker, nor does it give the desired speed boost the description said to give.

What should be happening: I should have "Crouched Stance" activate almost immediately, along with the speed boost given after uncrouching.
